If I publish my incomplete app, and wish to make updates in the future, would that be possible? Will there be any NEW fees from Apple?

Or should I just finish the app and publish when I’m completely done? Thanks

Are you just wanting to install on devices for testing? If so, then you can create an ad hoc provisioning profile with apple and you can install as many versions as you want on the devices you register.

I would not put an incomplete app in the App Store. 1: you may get bad reviews and 2: it takes apple a week to approve or reject your app so it is not efficient.

It depends upon what “incomplete” is to you and your users. As CodeA suggests if the app obviously lacks key functionality such that it offers little or no value then it will probably not get approved for distro through the app store. But if it is in a good state and does not appear incomplete to the user you may give it a go and then update it later.
