Due to technical constraints, the 64-bit version of MyEclipse 10.x on Windows will not include Visual Designers. Windows users can always choose to provision a 32-bit version of MyEclipse10.x, even on 64-bit systems. If you have already installed 32-bit version of MyEclipse 10.x on 64-bit system, then right click on JSP file and select Open with > MyEclipse visual JSP designer to see the ‘design’ view or tab.
MyEclipse visual designers on 64 bit environments are now available in our latest MyEclipse 2013 SR1 release. I suggest you download and install the latest version to take advantage of many bug fixes and enhancements. If you are already holding a license for MyEclipse, then the same license can be used for MyEclipse 2013, as our licenses are time based , not version based.
