After ME2014 crashed on me this morning, when open the debug perspective, the debug controls are not appearing in the top menu. The function keys do not work either, so I’m out of luck.

Sorry that you are seeing this issue.
1) Can you please clarify what exactly have you done before MyEclipse crash ? Did you install any third party plugins to MyEclipse ?
2) Can you check if the debug controls appear and work after opening MyEclipse in new Window (Window > New Window) ?
3) Can you try switching to a new workspace and check if you can replicate the issue in the new workspace ?
4) If you are still seeing issues in the new workspace, can you please attach the .log file located at <workspace dir>/.metadata/.log file.
