Can we setup MyEclipse to allow multiple users to develop with myeclipse, given the proper licensing?

We have a ‘site’ license, and I have run myeclipse (8.6) as root, which works ok.
If I try to run myeclipse as any other user, I get a permissions error:
/opt/Genuitec/MyEclipse 8.x Latest/configuration/org.eclipse.osgi/.manager.fileTableLock (Permission denied)

and then myeclipse opens with a visible toolbar/menubar but no windows. (just a blank space where workspace windows would be.
