I was having the same problems, however in the end I had to do a complete re-install. First I un-installed myeclipse 7.0 and then I was getting the hanging installer problem you mentioned. I then completely removed pulse, then re-ran the myeclipse installer. Myeclipse installed successfully.
It appears that if pulse is installed the myeclipse 7.1 installer seems to use pulse to do the install.

I am sorry you ran into this issue. I understand that the installer tries to go online and get few bits and pieces, at this point you can see pulse trying to download. The workaround is, once you have the all in one installer, take your computer offline, meaning remove internet access and do the install. This way, it will prevent pulse trying to download stuff over the internet, which in turn will result in a faster install.
Genuitec has also added few more load balancers, so I hope that you won’t be seeing any more failsafe.poweredbypulse.com errors. Sorry for the inconvinience caused. We are going to take care of these issues in our future releases.
