No Toolchains displayed in the New C++ Project wizard

Eclipse IDE for C/C++ Developers Neon 3 and Oxygen
Darkest Dark plugin

File > New > C++ Project. For project type : Executable > Hello World C++ Project, no Toolchains are visible.

Eclipse’s Dark theme does display the Toolchains as seen here : https://gyazo.com/615ca097316840f5283080d05c0b59a5

Currently, with DD, only the Executable > Empty Project displays the Toolchains. Rest all the wizards do not display the Toolchains.

P.S : Not a regression.
