Are you behind a proxy or firewall? If you are on proxy, go to Windows–>Preferences–>Pulse and select “Network Settings”. Check the “Use proxy server” check-box, enter the proxy Id. Select either of the “Maximum compatibility” or “Native Java network connectivity” radio buttons.
Try this and let me know.
selecting “Maximum compatibility” will show the dialogue on startup, “Native Java network connectivity” will not, so this seems to solve the dialogue problem for now.
