Now, the same app I open in the latest version of mobione and save it there. I must scroll this (and all Apps, created with newer versions of MobiOne) with two finger now. The most users think that scrolling is defect and not try it with two fingers.

Must there be still a solution for this problem?

The 1 and 2 finger <iframe> scrolling issue you are encountering is how mobile safari implements <iframe> across different versions of ios. In general iframes are a major hassle and seldom work to a level of satisfaction on mobile safari. A quick google may provide some additional insight into how others are addressing. The 2-finger scrolling is not a well known gesture for scrolling.
