Thanks for sharing the log file. What I can assess from the log data is the mobione.exe process is not running with high enough privileges to launch chrome with the Simulator.
Try this quick experiment f you have admin privileges on your machine:
terminate mobione if it is running. Then navigate to the installation of mobione. Right-click on mobione.exe and choose Run as Administrator. Then launch the Simulator. What is the outcome?
Tell us how chrome and mobione are installed and configured on your workstation. Are you able to run the mobione installer with admin privileges? If yes, uninstall mobione and resintall it running the installer as administrator.
Let us know what you learn. Also is there any other info about your environment that you can share that might be helpful. It definitely appears to be an environmental issue on your workstation.
