We are updating our Spring tooling right now and adding support for Spring 4, we do not currently intend to add support for Spring 3.2 to the inbuilt libraries due to the fact that it is already a dated version of the Spring framework.

For Spring 3.2, I would recommend you edit the existing Spring container (Window > Preferences > MyEclipse > Project Libraries) and swap out the 3.1 libraries currently there with the desired 3.2 libraries.
