    sahilsmom,
Can you clarify if the server, on which your webservice is deployed, is running or not?
Are there any console messages displayed when launching the web service?

I noted that you are using an old version of MyEclipse, is there any specific reason for that? I would recommend you to upgrade to the current version, MyEclipse 8.5. Please refer to the list of features available here –

    sahilsmom,
Can you give me some information to investigate the issue.
Can you confirm that is the server in running mode while accessing the webservice?
what do you get when you connect to that url with your browser, not the WS Explorer?
Did you notice any related messages in your log file? Your log file is located at [your workspace dir]/.metadata/.log
Can you send the log messages in your Server console.

You can send all the above mentioned documents to support@genuitec.com. Please add ATTN: RAM in the subject and refer to this thread.
