Yes, I am behind a firewall. However, I have been using Pulse/ME for a couple of weeks now without any issues. This only started this morning and there has been no network changes.
My thoughts are that Pulse should warn me that it cannot access a URL and then startup as normal.
and as it turned out it was an issue with individual mirrors not mirror correct files. We let the Eclipse foundation know and corrected things on our end to boot to avoid it in the future.
Also as far as the better-failure behavior, that is very much on our TODO list for our next release. We realize the all-or-nothing sucks when something goes south.
