Definitely some kind of startup issue with mobione on your system. A few more questions:
1) what is your default OS language setting, e.g., EN, JP, ?
2) did you install mobione into the default path recommended by the installer? Does the path containing any I18N chars?
3) Can you send me the mobione log file found at <user_home>\.mobione\runtime\.metadata\.log
