is it possible to generate .mobi file and other sources by external editor
and send request to build application by script whitout Design Center installed?

Not yet, but we are working on a version of MobiOne App Center that will enable building apps from arbitrary HTML5 code. Will have more info in early ’13

I would like to create application by MobioOne Design center
and by script modify app name, icon and my_config_file to create apps with same functionality but different content

I think your building process is ready for this
only missing step is send/receive request script

If you are not willing to allow this script
you may add functionality to Design Center to call it with parameter path_to_project
and build application automatically without user interaction
