Sorry to hear you are running into this issue. I would recommend you the below alternate approach to download ME 8.5. Please follow below mentioned –
1. Open http://myeclipseide.com/module-htmlpages-display-pid-4.html
2. Accept the license agreement and click on [Download] link for MyEclipse 8.5
3. This will redirect you to the next page, please choose *All-in-One installer for Windows*
4. Please ensure you validate the file size and md5sum of the downloaded installer file to that mentioned in the site

Thanks for the help but as I explained “I am unable to download full exe behind this firewall”, that is it is company policy to block the download of *.exe files.

Can you download the archived update site? You can use the same with Eclipse Update Manager. Please ensure you have downloaded Eclipse 3.5.2 Classic distribution.
