I was using the key shortcut ctrl+alt+down for duplicate line and monday, the shortcut wasn’t working anymore
and when I go to preference > keys and cannot bind duplicate line with CTRL+ALT+DOWN

Sorry that you are seeing this issue.

Are you on Windows OS? Is the Ctrl+Alt+Down rotating your screen to 180 degrees or upside down? If yes, then it is because the Graphics card in your system also has the same key combination assigned for screen rotation which is taking over the precedence. You can check the same in your system from the Settings > Display > Advanced display settings > click on Display adapter properties for the chosen display > switch to Intel Graphics Control Panel tab > click on Graphic Properties to check the current Hot keys and their bindings.

You can try changing the key combination in the IDE or check the suggestions in the above thread (and in the links the user mentioned) to fix it.
