Sorry that you are seeing this issue.
MyEclipse for Spring 2014 is based on Eclipse Kepler and in Kepler , users have reported issues with missing debug buttons on the global menu and it wouldn’t apply or save changes from Customize Perspective. You can try deleting the workbench settings file workspace/.metadata/.plugins/org.eclipse.e4.workbench/workbench.xmi and start the MyEclipse IDE. The Debug buttons will show up in the global menu.
Alternatively,you can also display the Debug toolbar by selecting the ‘Show Debug Toolbar’ as shown in this screenshot :
This issue is fixed in MyEclipse for Spring 2015.
