When creating a new JSP page, there’s a list of 4 templates to use. Is there any way I can create a template and have it show in the list? I’d prefer that to having a bunch of text that I have to copy and paste into each new JSP.

I don’t believe you can for 2.7 or 3.7. It looks like there is a long list of features going into 2.8, many of which came from users requests. You should head over to the Feature Requests forum and add this item.
