Sorry that you are seeing this issue.
This is a known issue in Eclipse Kepler. MyEclipse 2014 is based on Eclipse Kepler and in Kepler users have reported issues with missing debug buttons on the global menu.
Can you try deleting the workbench settings file workspace/.metadata/.plugins/org.eclipse.e4.workbench/workbench.xmi, start the MyEclipse IDE and see if the debug toolbar shows up.
Alternatively,you can also display the Debug toolbar by selecting the ‘Show Debug Toolbar’ as shown in this screenshot :
If you are still facing issues, can you open MyEclipse in new Window (Window > New Window) and see if the debug controls appear ?
Our latest version is MyEclipse 2015 CI 7 (based on Eclipse Luna). I would recommend you to download our latest version, install it alongside your existing MyEclipse 2014 installation and give it a try. You can download MyEclispe 2015 CI 7 from here.
