Can I download help files ( not just the base ) to use them while offline.
Wifi is not always available whereever I may be…

nor were the links suggestive of where to get the help files and
how to make them usable in eclipse

I assume that since everything else is plugable, help files should be downloadable
and subsequently upgradeable when they are expanded

Everything on the website, is available under the Help > Help Contents menu in MyEclipse, so you already have all that content available offline.
