I believe that the taglibs belong in the web.xml. They are in my web.xml

Perogi is correct. Your taglib mappings go in web.xml, not in struts-config.xml. That’s why you’re seeing the error messages; they’re really errors since struts-config.xml files don’t have taglibs defined in their DTD.
