For locations that have group licenses and not on the internet is it necessary for each individual person to manually activate their installation by going to the internet and copying all that text information back and forth.

Yes, I am afraid, if you are on group licence and you are not using internet, you need to manually enter the activation code. Please refer https://www.genuitec.com/forums/topic/activation-activating-your-installation/ for more details.
