I have discovered that it is a company network issue. Are there any other options for installing Matisse4MyEclipse. I really could use this functionality.
For problems like that we have an archived update site download available as well. Once you download you can use the update manager at Help > Find and Install… > Search for new features to install.. > Archived Update Site.
