What is the process to install plugins so they are available to my project?

Robert,

You can install plugins by right-clicking the phonegap project, and selecting PhoneGap > Add Plugin.
Here is a tutorial for working with Plugin APIs in a PhoneGap project : https://www.genuitec.com/products/myeclipse/learning-center/mobile/phonegap-plugin-api/
