When I attempt to run Maven build on the consuming project, the goals list is empty. I did as the instructions indicated: Enabled Full Index from the Global repository, but still the goals list box is empty.installation details follow:

Sorry you are seeing this problem. It appears to be a long running bug that is also in the m2e plug-in that our support is based on. You can see the eclipse bug here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=344997
I’m afraid that there is no workaround but you can still type in goals on the main dialog. From the lack of comments about the bug (and the lack of problems we’ve seen here), I guess most developers just know the goals they want and type them in (you can type multiple goals, separated by spaces).
I’ve added this forum topic to our internal tracking bug, which might kick off some actions but it appears to be low priority at the moment.

Could you please try the following additional steps and see if it resolves your problem?
1) Open the Maven repositories view (Go to Window > Show View > Other > MyEclipse Maven > Maven Repositories).
2) Bring up the context menu on Global Repositories > Central – is the Full Index enabled there? If not, please enable it and wait for any “Updating Index…” operation to complete and then restart MyEclipse (this could take a while).
3) Under Local Repositories > Local Repositories, bring up the context menu and choose Rebuild Index.
At this point, you can check if the Goals dialog is now populated?
If not, there could be a corruption of your local repository which we could try to remedy using the following steps:
4) Shut down MyEclipse.
5) Go to your home directory and rename or delete the “.m2” folder.
6) Start MyEclipse and repeat steps #2 and #3. You might need to wait while your local repositories are repopulated, you should be able to see all your dependencies under the Maven Dependencies node in your project.
7) Attempt to use the Goals dialog now.
