    I’d like to have a place in each project where I could stash snippets,
    obsolete code, or any relevant material I want, beyond the reach
    of myEclipse. A home for project-related code and documents that
    do not go into the build-deploy cycle.

    You can already do that. Simply create a new folder in the project and place whatever you want in it. As long as it’s not in the web root or designated as a source folder, it will be ignored by the build and deployment process.
