What exactly are you looking for? The webdesigner is for JSP/HTML development, and we dont have a PHP-aware editor as such. However you can benefit from the deployment feature for your web project.

I would like to use the HTML Designer for PHP .tpl (template) files. Is there some magic setting that lets the designer display template files as if they were .html?

The designer does not have direct support PHP files at this time, but you can try mapping your files to the HTML Designer by way of the Window > Preferences > General > File Associations settings.
