Sorry that you are seeing this issue.

1. Can you open the command prompt from outside the IDE? Does it launch?
2. Are you running any antivirus software in your machine? We have reports of Terminal+ being blocked due to antivirus active scanning : https://www.genuitec.com/forums/topic/terminal-issues-when-using-anti-virus-sofware/
Try disabling the anti virus or adding the exe to the whitelist and check if the Terminal+ opens fine.
3. If you are still seeing issues, then please share the .log file located at workspace dir/.metadata/.log (change the extension to .txt and attach it here) along with the anti virus details for further investigation.
