Sorry that you’re seeing this issue.
We tried a fresh install of MyEclipse 2013 SR2 on Mavericks and had no problem installing or starting it. We have seen a similar issue in the past (with a much older release of MyEclipse and OS X) which seemed to be related to the Java installation. I installed JDK 1.7.0_25 (64 bit) before installing MyEclipse in 64-bit mode. Can you try installing the latest version of Java and trying the install and launch again? If you are using a MyEclipse installer that you’d previously downloaded and used, this shouldn’t be an issue but can you compare the MD5 checksum with what is published on the download page for the installer you used? If they are different, please download a fresh copy. You could also try installing MyEclipse 32-bit, if you had trouble with a 64-bit installation.
If you still get the problem, please let us know the edition (Spring or Professional) and release of MyEclipse that you installed, whether it is installed as 64 bit or 32 bit, and which version of Java you’re using?
