Package Explorer background is white instead of dark and switches to white on every restart

Eclipse IDE for Java Developers
Version: Oxygen.3a Release (4.7.3a)
Build id: 20180405-1200
OS: Windows 10

User installed DevStyle and reports that the Package Explorer background is white for Dark theme. Clicking ‘Apply’ in the Appearance preferences page fixes the background color but switches back to white on restart of the IDE.
