Yes, we will be providing much more info about the build env asap. But the short answer is yes, there Cordova plugins in the app runtime. As of MobiOne 2.3 (Jan 9, 2013) they are:
    ChildBrowser: android & iOS
    EmailComposer: iOS
    Downloader: android
    Viewer: android

At this time it is not possible to incorporate arbitrary user plugins. We are working on major update but I can’t provide more details or dates yet.

Hello Wayne, can I know which is the ‘state of the art’ to use phonegap plugins (Android and iOS) in Mobione
I would need to use android services It is possible to use a plugin on stratch?
My goal is to run some procudure in background (almost on Android) in particular as you know is It possible to
track gps coordinates with cordova in background (switching app or closing screen) ?
    Thanks
    Max.

    Hi Max,

Are you looking to build this app using the MobiOne App Center? If yes, MobiOne does not provide that level of control you are seeking for realtime position monitoring in the background. To achieve this you will need to forego MobiOne and work at the Android SDK level.

We will not be enabling arbitrary plugins for a while. We are building a new app center infrastructure that will handle many more new features. Inclusion of any plugin will not be part of an initial version.

<editorial>While it sounds great, arbitrary plugins is a generally bad idea. While creating the infrastructure to build apps with random plugins is doable. There is a much bigger problem to consider. Principally supporting such a service would be a giant nightmare. You would have to take 100 percent responsibility for your app’s behavior. That is don’t call us when it misbehaves. Or you will have to budget some cash for ultra-expensive support since the process will require custom consulting of high end expertise to debug your problem. Just say’n </editorial>
