I’m trying to create new soap web service.
I opened new web service project and created a new class.
when i’m trying to create the web service, i can’t see the option for that.

Thank you for the screenshot.

You can invoke the New Web Service wizard by right clicking on the project > New > Web Service.
Please see the attached screenshot for your reference.
