my client wanted to upload files and save to a database for both IOS & Android.

is there built in functionality with MobiOne or

can i read file from mobile web app and upload to the server using ajax ? any security issues?

Assuming the files you wish to upload are accessible to your app on the device you can use the cordova api to perform the upload to a server. See the api starting here: http://cordova.apache.org/docs/en/2.2.0/cordova_file_file.md.html#FileTransfer
