From reading you licensing agreement I believe I can install myEclipse Pro on both my home machine and my laptop, but cannot use them at the same time and only I may use them. Is this correct? Also if I buy a new laptop want to migrate to that laptop and stop using the old laptop is there anything special that I would need to do?

You can have MyEclipse setup on multiple machines but you can use only one machine at a time. So if you want to to migrate to a new laptop, you can keep a copy of MyEclipse installed on the new laptop as well but you will be able to run this copy only if the license is not in use on the other machines.
