Webstart as in Java Webstart from Sun? There are no plans that I know of. If you have an specific feature request you can add a topic to the Features request forums.
I would like to see ME do for webstart projects that it has done for Struts projects. Add in wizards that make it easy to create, manage, and visualize the JNLP file. ME already is very good at having libraries added to the build path and deploying dependant projects. Please do this for webstart libraries and dependant projects as well.
